Busy agenda set for Tuesday's council workshop, meeting

Deer Park City Council will swear in its recently reelected members as part of Tuesday’s regular agenda. Councilmembers Sherry Garrison, Thane Harrison, Tommy Ginn and Mayor Jerry Mouton will take their oaths of office during the regular meeting. The workshop begins at 6:45 p.m., followed by the regular agenda at 7:30 p.m.

Following the reelections of three councilmembers and the mayor earlier this month, Deer Park City Council will resume regular business during its Tuesday workshop and meeting agenda.

During the workshop, which begins at 6:45 p.m. at City Hall, Council will discuss the request for qualifications for a city medical director. According to the city manager’s memos, for many years, Dr. Donald Metz has served as the City’s Medical Director. He performed these services at no expense to the City. Earlier this year, Metz informed staff he plans to step down from these duties, though he will continue serving as the City’s Public Health Officer. For the past few months City staff and members of the Deer Park Volunteer Fire Department have worked with the firm Health Care Visions to create an RFQ. The city will need to amend the 2016-17 fiscal year budget to include this contract as this expenditure was not expected when the budget was created last year.

Council will also discuss an RFQ for architectural services for an EMS annex at Fire Station No. 3. The new building, to be funded through the Fire Control & Prevention and Emergency Medical Services District, would house the City’s paid EMS staff.

Also during the workshop, council will discuss a free concert for Deer Park’s yearlong 125th anniversary celebration. Preliminary plans are to have the concert take place Nov. 4 at the west parking lot of Clyde Abshier Stadium. The evening also will include food trucks, live music from Shell Deer Park’s Seven Mile Perimeter band, and potentially a laser light show. Shell Deer Park has made a $30,000 contribution toward this event.

The headline performer will be Country & Western recording artist RaeLynn. Growing up in Baytown, she gained notoriety by appearing on Season 2 of NBC’s The Voice. She has released four Top 40 singles since then, including her hits “God Made Girls” and “Love Triangle.” Efforts to secure RaeLynn as our featured entertainment have been spearheaded by Deer Park Chamber of Commerce President/CEO Tim Culp. Council will take action on this item during its regular meeting.

During the regular meeting, council will canvass the votes from May 6’s municipal election and declare the results. City Secretary then will administer the oath of office to reelected councilmembers Sherry Garrison (Pos. 1), Thane Harrison (Pos. 2) and Tommy Ginn (Pos. 3) and Mayor Jerry Mouton.

After the oath, council will host a joint public hearing on the request of Kit Maybin, Charles Maybin and Zulfiquar Karedia to rezone Lot 16A Deer Park Outlot, commonly known as the Southwest corner of E. Pasadena Boulevard and Luella Avenue from Single Family 1 (SF-1) to General Commercial (GC) to construct a convenience store with gasoline sales.

Following a public hearing with the Planning and Zoning Commission, the commission voted unanimously to not approve this rezoning request. Council will take action on the results of the joint public hearing later in the evening.

During the regular meeting, council will also take action on the approval of Ray Balusek and Doug Cox to the Planning and Zoning Commission/Board of Adjustment; Gerald Cothran and Virginia Smith as alternates to P&Z; and TJ Haight, Glenda Jo Keifer and Sherry Redwine to the parks and recreation commission.
