Long agenda set for Tuesday council meetings

Deer Park City Council has a busy workshop and regular meeting scheduled for Tuesday evening. At 5:15 p.m., council will have a joint meeting with the Crime Control and Prevention District Board regarding construction of the gun range. The workshop begins at 6:30 p.m., followed by the regular meeting at 7:30 p.m.

Tuesday’s Deer Park City Council agendas begin with a 5:15 p.m. joint meeting with the Crime Control and Prevention District board at City Hall, 710 E. San Augustine St.

During this joint meeting, council will and the CCPD board will discuss and take action on giving a notice of termination to contractor IKLO Construction on the police firing range and classroom project, which is funded by the CCPD.

Council and the CCPD board will also hear a presentation regarding personnel reassignments.

The workshop begins at 6:30 p.m. and will begin with the introduction of Rich Earlywine as the new general manager of the Battleground Golf Course and Troy Sacco as its vice president of operations and sales.

Council will then go into executive session where it will discuss the annual performance evaluation of the city manager.

When the workshop reconvenes, council will discuss a traffic study for the intersection of Center Street and Railroad Avenue. Earlier this year, council discussed a study following the destruction of the median and gateway entry features at the intersection of Center Street and Railroad Avenue due to illegal turning movements by tractor trailers.

Council will also discuss the proposed budget of the Deer Park Community Development Corporation’s budget; additional mowing services; and the classification of two library positions. All three of these items are also on the night’s regular agenda for council action.

According to the city manager’s memos, Library Director Rebecca Pool would like to promote an existing employee to the position of Assistant Director/Library Technical Services Supervisor role, and create the new role of Head of Adult Services. For several months now the Deer Park Public Library has had a vacancy in the position of Assistant Library Director, and have received few quality applicants. Human Resources Director Bill Philibert recently conducted a salary survey for this role and learned the city’s pay scale lags the market significantly. Restructuring the library department will help fill its staffing needs, and at a minimal cost to the its budget.

When the regular meeting begins at 7:30 p.m., council will host public hearings regarding the city’s Fiscal Year 2017-18 budget, CCPD budget and the Fire Control, Prevention and Emergency Medical Services budget. Council will take action on the CCPD and FCPEMS budgets later during the regular meeting.

Also on the evening’s agenda is an ordinance calling for a public hearing to adopt standards of care for the city’s afterschool program for Sept. 5 at 7:30 p.m. at City Hall; youth sports organization agreements with Quest Soccer and Deer Park Pony Baseball; renewing an agreement with Valley View Consulting for investment advisory services; and changing the time of Oct. 3’s regular city council meeting to 5:30 p.m. so that council and city officials can participate in National Night Out with citizens.
